Yes, we call it directory submissions, but the question is whether we still get benefited from directory submissions, I would say No.
And, most probably every SEO person knows that. There is now nothing we get from directory submissions or even from any other bulk submission activity. Guest posting is still an option but in a completely organic and natural way. There was a time when I used to achieve 1st page or even 1st position ranking in Google for my keywords only just doing directory submissions regardless of the competition. But now, time has changed and most importantly GOOGLE HAS CHANGED. With so many updates in last 2 years, I'll not call it the improvements in search engine rather I'll call it the new search engine.
Although, SEO companies, especially Indians still has directory submissions included in their deliverables to any SEO client. Now if I assume that DMOZ, Yahoo Directory or BOTW still have some authority to pass to Google search algorithms, But I've experimented that as well, it don't work too, not at all.
Directory submissions in this modern search era are nothing but the spamming. If you are doing directory submissions, means you are just playing a bad game that will completely ruin all your website credibility/authority in Google. Other bulk submission activities are also something I would say are useless are bulk article submissions, social bookmarking submissions, search engine submissions, profile linking, forum signature linking and few others.
Now you must be wondering that how would I promote my website if I'm not allowed to do these activities. You still have more and better ways to do the same. Let me mention some of those, but these are not new and known to almost everyone...

- Create a website for users, not search engines.
- Optimize your website for better crawl ability & understanding by search engines.
- Offer a product/service better than your competitors.
- Contribute quality/new content to the web in form of text, audio, image, video or anything else and that make people learn something.
- Spread the word on Social Media.
One more thing, don't look up directorycritic.com, vmoptions.com or any other f**g bullshit.

One can't say that directory submission has ended completely. You can still do it but it must be in limited number and that too on good directory sites. Having it in small amount and on high authority sites would surely be beneficial.

Yes,in the SEO package directory submission decrease the value.Some companies are not doing these.
